Aloha HDA Members -Please Act Now!

The action of HDA members has had a big impact at the state legislature. Several of the worst, most harmful proposals have been set aside -- thanks to the quick action of our HDA members.

There is one major legislative hurdle left -- please help usdefeat HB 696bycalling or emailingthe following legislatorsASAP:

Sen. Michelle Kidani:senkidani@capitol.hawaii.gov
ph:808-586-7100

Sen. Clarence Nishihara:sennishihara@Capitol.hawaii.gov
ph:808-586-6970

Rep. Della Belatti:repbelatti@capitol.hawaii.gov

ph:808-586-6030

Rep. Scott Saiki:repsaiki@Capitol.hawaii.gov
ph:808-586-8485

Here’s the proposed message:

Aloha! My name is [INSERT FIRST AND LAST NAME WITH DEGREE], and I’m asking you toOPPOSE HB 696.This bill would prohibit dental assistants from applying topical fluoride, a safe and effective means of preventing tooth decay.Requiring a dental hygienist to apply fluoride rather than a dental assistant will not improve care, but it will likely increase the cost of providing care.Mahalo for your support!

By Email:
Just copy and paste the above message into your email, fill in your personal information, andsend it from your own email. You can send 1 email and putall 7 legislators in the "To" address line.

Why these legislators?

The first five of the legislators noted above are on the Conference Committee which will decide the fate of HB 696. We added Sen. President Ron Kouchi and House Majority Leader Scott Saiki to our list as we know that they will be closely monitoring the Conference Committee decisions, and they may also weigh in with their colleagues. You are, of course, welcome to email or call ANY legislator to express your views on this bill and the complete list can be found here:

http://www.capitol.hawaii.gov/members/legislators.aspx?chamber=all

Why didn't we include Sen. Roz Baker?

Senator Baker proposed the dental assistant language that HDA opposes and she is the chairperson of the committee that advanced the bill.We believe additional emails at this time are not likely to change her view.

More information:

HB 696 also changes the name of the Board of Dental Examiners to the Board of Dentistry and Dental Hygiene and adds three dental hygienists to the board. An earlier version of the bill would have also allowed a version of licensure reciprocity which HDA opposed -- that provision is now removed from the bill. Here is a link to the current version of the bill:

http://www.capitol.hawaii.gov/session2017/bills/HB696_SD1_.htm

HDA is also monitoringHB 374which would require a sunrise analysis of certifying dental assistants. We believe that supporting HB 374 is further justification for setting aside HB 696. Why do a study on training if you have already enacted a law that prohibits dental assistants from applying topical fluoride?

We are also monitoring bills related to posting notice for dentists who administer anesthesia; a change from direct to general supervision for dentists overseeing the work of dental hygienists; and a bill that would promote school-based health.

The deadline for all bills to be finalized in committee isnext week Friday, April 28 -- butplease act immediatelyas HB 696 could be decided much sooner.

Contact Ms. Melissa Pavlicek, our legislative consultant at 447-1840 or by email tohioralhealth@gmail.com, or me at the HDA office, 593-7956.

Legislature Update #10 - HB 696

April 8, 2017

Mission Statement of the Hawaii Dental Association

"The Association is dedicated to serving the profession of dentistry and the public of the State of Hawaii. The Association preserves the integrity of the dental profession, strengthens the doctor/patient relationship and promotes thePrinciples of Ethics and Code of Professional Conductof the American Dental Association."

Aloha HDA Members!

Your advocacy made a difference! As mentioned,House Bill696was heard this week.Legislators cited overwhelming testimony and phone calls from Hawaii Dental Association members as reasons they removed provisions from HB 696 which would have increased licensing reciprocity without adequate safety protections. They also inserted a provision in the bill which willrequire it to undergo additional meetings and can no longer be advanced "as is." You can read the bill at this linkhere.

Our HDA Advocacy "Hero" Award goes to Dr. Ed Cassella for testifying against the measure. The success ofthe HDA Legislative Committee, chaired by Dr. Norman Chun, with consultant Melissa Pavlicek, would not be possible without the quick action of the HDA members -all of you.

Conference Committee members will need to be designated by the House and Senate, and then HB 696 will be considered further. Please remain vigilant -we will be calling on you for additional emails, phone calls, and help in the remaining weeks of the legislature.Session is expected to end onMay 4.

ADA unveils Find-a-Dentist online search tool for patients

April 4, 2017

Mission Statement of the Hawaii Dental Association

"The Association is dedicated to serving the profession of dentistry and the public of the State of Hawaii. The Association preserves the integrity of the dental profession, strengthens the doctor/patient relationship and promotes thePrinciples of Ethics and Code of Professional Conductof the American Dental Association."

Aloha HDA Members,

Want to land at the top of an online search for dentists in your area? How about a chance to win a Mercedes 12-month lease? Here's your chance!Read on to find out how.

On April 3, the ADA launched an online search tool aimed at helping prospective patients connect with local ADA members. The Association is encouraging ADA member dentists to fill out theirFind-a-Dentistonline profile, which takes about five minutes, on average, to complete. ADA member dentists with completed profiles, especially those with photos, are prioritized in the online tool's search results.

"This campaign is designed to help our members succeed by helping fill holes in their schedules," said Dr. Craig Herre, chair of the ADA Council on Communications. "It will only succeed if members participate by completing their profile so that consumers have a good tool to use."

Profiles with photos receive 11 times more clicks on average than those without, Dr. Herre said. Members are able to see how many times their profiles have been viewed through their My ADA member dashboard.

Complete your profile byMay 1, 2017, for a chance to win a Mercedes Benz C class sedan or GLC SUV 12-month lease, or a $10,000 cash award.

Be one of the first 5,000 to complete your profile and you will also receive a free sample pack of patient brochures.Clickherefor more information.

Aloha HDA Members,

I am pleased to share our press release that was just sent out, announcing the arrival of Kim Nguyen, our newExecutive Director:

HONOLULU, HI– The Hawaii Dental Association (HDA)on Mondaynamed Kim Nguyen as the organization’s new Executive Director. Nguyen is an experienced leader with over two decades of experience in the nonprofit sector.

“We’re extremely pleased to have someone of Kim’s caliber join our team,” said Dr. Steve Wilhite, who served as HDA’s Interim Executive Director during the leadership search and was also a Past President of the Association. “I’m confident that Kim will play a significant role in furthering our organization’s vision of maintaining the highest quality of standards for the dental health industry here in Hawaii.”

In her new position, Nguyen will work with the Board of Trustees to develop and enhance HDA’s programs and strategic plan. She will also spearhead the organization’s administration, fiscal management, and visibility in the community by working closely with other professional, civic and private organizations. “I’m looking forward to collaborating with our membership, decision-makers, and community to improve the dental well-being for all people in Hawaii,” said Nguyen.

UPDATE #6:SB 371

March 25, 2017

Mission Statement of the Hawaii Dental Association

"The Association is dedicated to serving the profession of dentistry and the public of the State of Hawaii. The Association preserves the integrity of the dental profession, strengthens the doctor/patient relationship and promotes thePrinciples of Ethics and Code of Professional Conductof the American Dental Association."

Aloha HDA Members,

Your Action is Needed Now!

SB 371relating to the Board of Dentistry and Dental Hygiene is scheduled for hearing thisTuesday, March 28.Your OPPOSITION testimony is needed!

Many of you have already authorized HDA to oppose this bill on your behalf by emailing our legislative consultant Melissa Pavlicek athioralhealth@gmail.com-- if you have already done so, it's not necessary that you email her again. (You may withdraw your approval by emailing her if you have changed your own position.)

The bill has been significantly amended in a way more favorable to dentists and HDA; thanks to your advocacy, the name of the board would not be changed and only one additional hygienist member instead of three are planned. But the bill could take a turn for the worse. HDA opposes it so that it doesn't go into conference committee. Please oppose this bill.

Instructions for submitting testimony, and a link to the current version of the bill can be found here:http://www.capitol.hawaii.gov/session2017/hearingnotices/HEARING_CPC_03-28-17_.HTM

OR you can authorize us to submit testimony in OPPOSITION to this bill for you, by emailing Melissa athioralhealth@gmail.com

You can reach Melissa Pavlicek at(808) 447-1840or by cell at(808) 722-7007.

Legislature 2017

UPDATE #5:SB 343 and 371

March 21, 2017

Mission Statement of the Hawaii Dental Association

"The Association is dedicated to serving the profession of dentistry and the public of the State of Hawaii. The Association preserves the integrity of the dental profession, strengthens the doctor/patient relationship and promotes thePrinciples of Ethics and Code of Professional Conductof the American Dental Association."

Aloha HDA Members,

This is Kim Nguyen, your new Hawaii Dental Association Executive Director, with a report from the state Capitol.

After an hour-long hearing before the joint House Health and Intrastate Commerce Committees today, the legislators have decided todeferSenate Bill 343which would have allowed licensure by reciprocity. This means that the bill will not advance this session and its companion bill is also dead.HDA strongly opposed this bill on the basis of public safety and more than 100 pieces of OPPOSITION testimony were generated, which helped convince members of the Intrastate Commerce Committee to defer the bill.
Senate Bill 371, which would have reconfigured (and re-named) the Board of Dental Examiners was amended to keep the focus on dentistry and add an additional dental hygienist to the board. This bill will next move the the House Consumer Protection Committee. Its companion bill did not advance. Our advocates met with the chair of the Consumer Protection Committee and they (and other members of the legislative committee) will continue to work with stakeholders to advocate for HDA members on this bill.

We will continue to keep you updated.

Mahalo!
